The Promise of Commons is a collaborative initiative of governments, community institutions, NGOs, academia, media, and the private sector to address the interconnected issues of environmental health, social justice, and economic wellbeing in rural India.

It is a call for joint action to shape a shared vision for
Nature and People.

Our Vision

Gender-inclusive, community-led governance of 205 million acres of Commons for improved ecological, social and economic outcomes.

Secure community rights will enable rural communities to make long-term investments in the protection and restoration of Commons, evolve rules of inclusive collective action and local stewardship of natural resources, and generate livelihood benefits.

The inequalities that marginalised women and other disadvantaged communities face can be adequately addressed, making way for enhanced economic opportunities and climate-resilient livelihoods.

This initiative sees tremendous potential in the viability and resilience of India’s Commons, and seeks to flip the 50-year-old metaphor of the ‘Tragedy of Commons’ to the ‘Promise of Commons’.

THE CHANGE NEEDED

The existing system, structures, institutions, and mental models have made rural communities especially women and the disadvantaged, passive recipients of programmes rather than active determinants of their local development agenda. More often, the developmental expenditure has not been able to address the location-specific needs, considering the diverse social-cultural-ecological context. It has also not been able to enhance the voice, agency, and power of disadvantaged groups in local planning and investments - exacerbating social and economic inequalities.

This has made Commons more prone to degradation, diversion, inefficient use, and elite capture.

There is a compelling need to move the system to a new equilibrium that addresses the key systemic barriers, leveraging the power of technology, collective action and network effects.

The Promise of Commons is such a collaborative initiative to shift the system to a new equilibrium by reorganising the system around new values, structures, connections, interactions, and resources.

Our Approach

The Promise of Commons initiative follows a nonlinear approach focused on scaling networks and catalysing connections at different levels that allow many organisations to work synergistically towards a new system structure favourable for Commons-dependent communities.

To address the systemic barriers and build the foundation for enduring long-term change, we will pursue four mutually reinforcing strategic action areas:

  1. Catalyse collaborative action to build a shared and vivid imagination, improve access to data, knowledge and other assets, and enhance capacities to design and sustain multi-actor engagement;
  2. Strengthen the agency of actors by creating a shared infrastructure to improve access to data, learning assets, and other resources, building a co-creation environment for solutions and leveraging government architecture for work at scale;
  3. Enable public and policy support for Commons by generating evidence, building a positive narrative, and strengthening strategic communication to embed the Commons as a priority in policies and programmes; and
  4. Engender improved social inclusion and accountability by strengthening local networks and working with governments to establish mechanisms for more inclusive and accountable functioning.

At its core, the Promise of Commons’ Theory of Change aims to leverage the power of networks and coalitions, the reach of government and other diverse actors, and the potential of shared digital infrastructure and structured spaces for dialogue and co-creation to strengthen the voice, agency and power of rural communities, especially women and the disadvantaged.
